Purpose of this position:
The purpose of this position is to establish and maintain systems that are effective and efficient to operate the facility in a manner to safely meet residents needs in compliance with federal, state and local requirements. To establish and maintain systems that are effective and efficient to operate the facility in a financially sound manner.


  • Must have current license.
  • License must be free of any encumbrances
  • Must not have any disqualifying findings barring employment as stated by State or Federal regulations.
Delegation of authority:
  • Develop, maintain and implement operational policies and procedures to meet residents needs in compliance with federal, state and local requirements.
  • Determine the personnel requirements of the facility and hire or arrange for sufficient staff to implement the facility policies and procedures.
  • Develop a monitoring system to assure compliance with federal, state and local requirements.
Primary Functions and Responsibilities:
  • Operate the facility in accordance with the established policies and procedures of the governing body in compliance with federal, state and local regulations including Corporate Compliance guidelines and the Corporate Code of Conduct.
  • Enforce written policies regarding responsibilities and activities of individuals employed or acquired under arrangement.
  • Enforce the facility policies and procedures and adherence to Corporate Compliance and the Corporate Code of Conduct.
  • Enforce operating procedures for physician responsibilities.
  • Act as liaison to the governing body for the medical, nursing and other professional staffs and all facility departments.
6. Prepare all reports required by the governing body.

  • Enforce written personnel policies and individual job descriptions.
  • Supervise all department supervisors and administrative staff.
  • Supervise the recruitment, employment, performance, evaluation, promotion and discharge of all staff.
  • Assume responsibility with department supervisors to enforce policies to assure adequate staffing to meet facility needs.
  • Be responsible for all financial transactions.
  • Supervise the confidentiality and safe storage of current and closed resident records, personnel records and physical plant records with regulatory requirements.
  • Cooperate with the business manager and corporate office to ensure the proper disbursement of money, as needed, and the proper recording of such transactions.
  • Ensure that all necessary supplies are purchased and available.
  • Participate in the scheduling, planning and procuring of materials and information for staff meetings and in-service education programs.
  • Develop relationships with community agencies providing services of benefit to the facility.
  • Develop one-to-one relationships with residents and families.
  • Arrange with appropriate state and legal agencies for the guardianship of those residents in need.
  • Operate Point Click Care as it relates to your job assignments.
  • Inform appropriate agencies of changes in facility personnel, as required.
  • Serve as an active member of all committees, where applicable.
  • Arbitrate complaints and disputes concerning residents, families or personnel.
  • Assume responsibility for reviewing and evaluating all recommendations of the facilitys committees and consultants.
  • Assume responsibility for ensuring that equipment is in operating order.
  • Interpret all federal, state and local regulations for the facility staff.
  • Establish systems to ensure compliance with all federal, state and local regulations.
  • Act as liaison between the facility and regulatory agencies.
  • Act as liaison between the facility and all resident advocacy agencies.
  • Act as liaison between facility and all fiscal intermediaries.
  • Observe all infection control policies and procedures.
  • Observe all facility policies and procedures.
  • Observe all facility safety policies and procedures.
  • Observe all facility policies and procedures relating to residents rights.
  • Assume accountability for all data contained in the employees handbook procedures.
  • Assume responsibility for identification, investigation and follow up on concerns identified in the facility Quality Indicator report.
  • Assume responsibility for implementation of an effective Quality Assurance program.
  • Perform other related duties as directed by the governing body.
  • Come to work in neat, clean attire and consistently present an appropriate professional appearance.
  • Come to work as scheduled and consistently demonstrate dependability and punctuality.
  • Consistently work cooperatively with residents, residents representatives, facility staff, physicians, consultants and ancillary service providers.
  • Participate in state/federal surveys of the facility.
  • Assign appropriate facility personnel to accompany survey agency personnel during inspections.
  • Discuss with facility staff the survey findings and plan of correction.
  • Enforce policies and procedures governing the management and control of protected health information (e.g., assignment) use of passwords, unauthorized use/release of protected health information, etc.)
  • Ensure that those who are suspected or known of unauthorized use or release of protected health information are thoroughly investigated and reported to appropriate personnel/agencies.
  • Work with the Corporate Risk Management Officer, facilitys insurance carrier, legal counsel, and other designated personnel in enforcing the risk management program.
  • Assist in training of employees in areas of Safety and Corporate Compliance as well as personally completing training.
  • Assist in the preparation of the annual operating budget for approval by the governing board and allocate the resources to carry out programs and activities of the facility.
  • Review and interpret monthly financial statements and provide explanations for overages to your regional supervisor.
  • Ensure that adequate financial records and cost reports are submitted to authorized government agencies as required by current regulations.
  • Report suspected or known incidents of fraud relative to false billings, filing of false cost reports, receipt/payment of kickbacks, etc., to appropriate agencies.
  • Authorize the purchase of major equipment/supplies in accordance with established purchasing policies and procedures.
  • Operate QIequip as it relates to your job assignments.
  • Be prepared to work off hour rounds as needed or directed by the governing body.
