The Senior Engineer role will be primarily responsible for technical investigation and analysis of various detailed studies and preparing deliverables related to green stormwater infrastructure (GSI), MS4 programming/permitting, stormwater and sewer piping design, environmental site design, stormwater management, erosion and sediment control, permitting and plan review, and construction inspection and oversight for public and private clients. This role will also be responsible for developing and executing business development, strategic and operational initiatives, and growth strategies within the Pittsburgh Office Engineering Service Group. The Senior Engineer will oversee project management, budget management, and all technical aspects of project/work assignments. This person will also work with and will be accountable to the Vice President of Engineering Services for compliance with corporate engineering standards, quality assurance & quality control (QAQC), and coordination with engineering and engineering support staff across the corporation.

Essential Duties and Responsibilities

Lead the design and/or implementation of a variety of water resources programs and strategies for public and private clients with the principal specialized focus on GSI systems, and MS4 programming and permitting. Assist the Regional Business Development Coordinator with business development efforts including positioning, pursuits, and client satisfaction for the Pittsburgh Engineering Service Group.

Apply expertise in MS4 programming and permitting.

Develop best management practices strategies for stormwater runoff, watershed management, conservation goals, and regulatory compliance with clean water laws and regulations.

Analyze stormwater systems to identify opportunities for improvements.

Perform various calculations related to the sizing and/or operation of stormwater infrastructure.

Conduct technical studies for water resources on topics such as pollutants and water treatment options.

Conduct cost-benefit studies for watershed improvement projects or water management alternatives.

Develop and prepare technical design drawings.

Communicate project results and findings by means of technical reports, oral discussions, and presentations.

Implement engineering policies and procedures to support company growth and enhanced integration of engineering services.

Develop scope, person-hour estimates and project/task budgets.

Manage budgets and all technical aspects of projects/task assignments in compliance with corporate engineering policies, procedures, principles and goals.

Perform QAQC and supervise additional engineering staff.

Provide technical engineering direction and workload planning to junior engineering staff.

Perform and manage engineering projects/tasks using knowledge of applicable local, state, federal laws, regulations, guidelines, standards and best practices regarding water resources engineering.

Obtain and maintain professional education and training requirements.

Develop and execute strategic and operational initiatives, and strategies, related to engineering services for the Pittsburgh Engineering Service Group.

Develop and implement innovative growth strategies, initiatives and programs.

Required Education and Experience

Bachelor’s degree in engineering or a related field.

Active Professional Engineer (PE) license in Pennsylvania.

10+ years of project management experience in managing engineering.

Experience in business development and marketing of engineering services.

Ability to work in the United States without sponsorship.

Valid driver’s license.

Required Knowledge, Skills and Abilities

Strong technical knowledge of stormwater and GSI design and MS4programming/permitting.

Ability to identify, design, coordinate and implement engineering projects.

Business Development skills including knowledge of strategic planning and marketing, resource allocation and client relations management.

Strong project management skills with the ability to develop, maintain and monitor project/task and design schedules and budgets.

Ability to perform calculations for engineering design in areas including but not limited to stormwater management, ecological restoration, stream and wetland restoration and environmental permitting requirements.

Strong technical writing and digital drafting skills (AutoCAD or MicroStation).

Knowledge and experience using Microsoft Office Suite programs, Outlook, PowerPoint, and other database software as well as the ability to learn new software systems quickly.

Ability to utilize GIS software.

Ability to communicate ideas and technical information accurately, clearly and concisely to team members and clients.

Ability to understand, interpret and follow oral and written instructions.

Ability to manage, develop and provide leadership to engineering staff as well as facilitate teamwork.

Ability to self-motivate and work independently.

Ability to organize and prioritize work in a manner which ensures timely processing and completion of work within available resources.

Ability to use good judgment, logic, and reasoning in decision making and to identify and solve problems.

Ability to balance multiple commitments simultaneously.

Ability to provide excellent customer service, both externally and internally.

Excellent verbal, written, and active listening communication skills.

Excellent interpersonal communications, persuasive negotiation, and conflict resolution skills, including ability to resolve disputes and observe confidentiality.

Lifting and/or moving loads of less than 50 pounds may be required periodically.
